Buhari Is Still The Alternative To Buhari

Sometimes, I am lurched into serious thinking, just to discern the reasoning capacity of some Nigerians. Often, and with the next general election barely five months away, one is assailed with malicious and bitter criticisms of the three and a half years old administration of President Muhammadu Buhari. Whilst to his supporters, Buhari must be returned to consolidate, a few others think otherwise.

Leaders and minions especially from the main opposition party, the PDP are quick to remind Nigerians that President Buhari made 74 promises to Nigerians during his electioneering campaigns and has fulfilled nothing.   Others say, Buhari  is so far still struggling to register “meaningful” progress in only  three areas of the nation-state. 

I have every conviction that members of PDP are under perpetual heat. They are professionals in a variety of odd habits. So, the zeal to get back to power in 2019 is extremely infectious and they spare nothing to hurl taunts at perceived enemies.  It is written on their faces. It reflects in their shadows. Buhari has a large heart, indeed.

I am also one Nigerian, who is bewildered that the PDP  has not shown any good cause to be trusted with leadership of Nigeria soon.  This is a country they raped and plundered for 16 years and masses anger ousted them in 2015. It’s expected that they will see nothing good in the Buhari administration.  If they sight anything good in the Buhari government, it will be a pleasant surprise.

Therefore, they frame and concoct all manner of lies.  They pretend to be saviours of the people; they lament loudest about the hardships in the land. They pretentiously feign empathy for Nigerians.

I wonder if the opposition ever thinks they served Nigerians,  paradise by the months of  salary indebtedness in 28 states of the federation and at the federal level.   Do they ever remember the trillions of naira of accumulated local contractual debts, which exacerbated poverty and hardships,  when Buhari assumed leadership in 2015?

In the midst of wealth,  when crude oil went  as  high as $130pb, the PDP government distributed poverty  and misery.  They drained Nigeria’s foreign reserves and rapaciously shared the money. They emptied monies in Excess Crude Account and the Sovereign Wealth Fund.  Our memories are really short.  

They plunged Nigeria into recession  by their mindless looting of the country’s commonwealth. They initiated many projects, but completed none, even though contract fees  were fully  paid in some cases.   

But is there any alternative to Buhari in 2019? Who is sure Nigerians would allow the locusts in PDP to again invade the land? Buhari is not a miracle worker.  He is not a magician to solve the volley of serious national problems PDP created. It’s alright that he made 74 promises to Nigerians. It could have even been 1000. It’s inconsequential.

But in his maiden address to the nation, President Buhari acknowledged the teething problems he inherited. He was lucid that in spite of the promises he made, the first concentration would be on three  areas, which by their very nature, demanded  urgent attention. Buhari talked about tackling the recessed economy; the debilitating insecurity championed by Boko Haram insurgency and other insurrections and,  the anti-corruption battle, which fathers and festers the first two and indeed, any other problem in Nigeria.  

Buhari said in his inaugural; 
“At home we face enormous challenges. Insecurity, pervasive corruption, the hitherto unending and seemingly impossible fuel and power shortages are the immediate concerns. We are going to tackle them head on…With depleted foreign reserves, falling oil prices, leakages and debts the Nigerian economy is in deep trouble and will require careful management to bring it round and to tackle the immediate challenges confronting us, namely; Boko Haram, the Niger Delta situation, the power shortages and unemployment especially among young people.”

The question which PDP and its apologists should be asking is how far has President Buhari kept his covenant with the people  in these special areas. They know the truth, but hate to admit it.  

Merely wishing that Nigeria never gets back on its toes does not distort the reality. Buhari is not a saint and has never claimed saintliness anywhere. He has his foibles and we know. But we cannot deny him accolades where he deserves.

Lets peep into these special areas he promised to tackle first  to assess the extent of the  journey. I know that by 2015 Boko Haram insurgency effectively and fully occupied at least 24 LGAs in the Northeastern states of Borno, Adamawa and Yobe. The fear of insurgents created panic in substantial parts of the North, including Abuja.

But PDP and other opposition elements may not admit publicly for the sake of pride and the dubious quest to regain power that  the dreary insecurity has vanished. But Nigerians know and the international community is aware of the decimation and defeat of Boko Haram terrorists. No part of Nigeria is under the control of insurgents anymore. Operations of remnants of terrorists have been confined to obscure and soft targets in Borno state.

Factional leader of the fanatical sect, Abubakar Shekau is on the run himself. I hear he is recuperating in the mountains and caves of Cameroun. His factional rival, Musab Al-Barnawi, whose sect specializes in attacking  security formations is also having rough times with the Nigerian troops. Had the PDP government flaunted such milestones in the combat of terrorism, Nigeria would not have been thrown in the terrorism mess, pains, tears and sorrows, which became an everyday recurrence.   

Its no news that Nigeria has been extricated from recession by the Buhari government. What I cannot decode is the feeling that citizens of a country in recession should be insulated from suffering and hardships.  Such thoughts are utopian. 

We know Nigeria is gradually getting back on his feet. Contractors have resumed work on projects across the country. Abandoned projects are being completed and commissioned. Nigeria’s Foreign reserves have been restocked to over $47 billion; the Sovereign Wealth Fund which was emptied has over $ 500 million dollars.

Nigerians are no longer under the  mental torture  of unpaid salaries and pensions, except in a few states where the  state governors have mismanaged bailout funds. Social Investment Programme has created jobs and poverty is being alleviated. Conditional Cash Transfer is putting smiles on the faces of poor Nigerians. Agric loans to farmers are released yearly.

The Buhari Presidency has the record  of securing the highest number of convictions of corrupt Nigerians who have looted their country. The EFCC displays the record of conviction of high profile Nigerians, in just  three years, since the anti-graft body was established  more than a decade ago.  

The gang-up  to oust President Buhari in 2019 by the PDP politicians and their sympathisers, which they santimoniously claim is for  public  good  is  the fear of Executive Order 6, which allows the confiscation of assets acquired  with illicit wealth. That’s the real fear.

Power generation and supply in Nigeria has improved from the less than 2, 500 megawatts of national grid in PDP’s 16 years of leadership to over 7, 100 megawatts under Buhari. Meanwhile, the same PDP government and leaders dubiously privatized PHCN. They sold it to themselves and friends and never invested a single naira to improve electricity infrastructure. They even shortchanged government on the stipulated amounts they were to pay.

But they foul the air and insult our sensibilities. We are wise enough. Nigerians cannot be deceived again. In 2019, there is still no alternative to President Buhari. 
Emphatically, the alternative to Buhari is still Buhari.

IGP Condemns Attack On Police Personnel And Setting Ablaze Of Police Vehicle



......directs a total clamp-down on the perpetrators, thorough investigation and prosecution of the members of the El-Zakzakky Islamic Movement of Nigeria, now in Police custody.
The Nigeria Police has condemned the attack on Police personnel and the setting ablaze of Police vehicle by the members of the El-Zakzakky Islamic Movement of Nigeria in Abuja. 

In a press release by the Force Public Relations Officer Ag. DCP Jimoh Moshood, he said that consequent on the disturbance of public peace, in the Federal Capital Territory (FCT), Abuja on Tuesday, 30th October, 2018 by members of the El-Zakzakky Islamic Movement of Nigeria, the Inspector General of Police, IGP Ibrahim Idris has placed the Commissioners of Police and their personnel in States with presence of El-Zakzakky Islamic Movement on Red-alert. They are to deal decisively in accordance with the law with the sect and prevent the group from causing breakdown of law and order in those States.   

The Police spokesperson further said that the IGP condemns the attack and has directed a total clamp-down on the perpetrators within the ambit of the law, thorough investigation and prosecution of the members of the El-Zakzakky Islamic Movement of Nigeria, now in Police custody.

"Four Hundred members of the group arrested today for disturbance of public peace and law and order in the FCT and setting ablaze of Police vehicle, and those arrested with thirty one bottles of petrol bombs and other dangerous weapon, now in Police Custody, will be arraigned in Court on completion of investigation for acts and offences prohibited under the Terrorism Prevention Amendment Act 2013, DCP Jimoh Moshood said. 

He reiterated that the Nigeria Police Force will not condone lawlessness and disturbance of public peace by any group(s) under any guise that runs contrary to the constitutional provisions and other enabling laws on preservation of law and order and protection of lives and property of all Nigerians.

DCP Moshood said that the full weight of the law will be applied on perpetrators of violence and lawlessness that can lead to breach of the peace, and law and order anywhere in the country.  

"Members of the public in the Federal Capital Territory (FCT) and other contiguous States to the FCT are hereby implored to be vigilant and go about their lawful engagements without fear or apprehension, as the situation has been fully brought under control, the statement concluded. 

Police Arrest 400 El-Zakzaky Islamic Movement of Nigeria Members in Abuja




The FCT Police Command has arrested a total of Four hundred members of the El-Zakzaky Islamic Movement of Nigeria (IMN) who participated in the violent protest on Tuesday in the Federal Capital Territory, Abuja.



While addressing the media on Wednesday at the Command, The Commissioner Of Police FCT, Bala Ciroma said that his Command has intercepted and arrested some members of the El-Zakzakky Islamic Movement of Nigeria with thirty-one bottles of petrol bomb and other dangerous weapons being ferried into FCT by their members to cause mayhem and attack innocent citizens including law enforcement agents deployed to protect lives and property.



He reiterated that the members of the Movement, without any provocation went on rampage and burnt down a Police Rapid Response Squad (RRS) patrol vehicle deployed at Ademola Adetokumbo Crescent



He further gave the highlight of the arrests  as follows:

On 30th October, 2018 at about 1230hrs police operatives on stop and search duty along Tipper garage Katampe intercepted and arrested one Mustapha Abdullahi ‘m’ 20 years  of Ungwan Gwari Suleja with eighteen (18) bottles of petrol bombs carefully concealed in a travelling bag. To smuggle himself and the petrol bombs into the city, he disguised as a passenger and boarded a taxi with other unsuspecting passengers. He ran out of luck when the vigilant policemen on duty at the point upon reasonable suspicion intercepted the cab and conduct a search on the only bag in the car, which had in it the improvised bomb. Upon the discovery, the suspect was immediately arrested. Other exhibits recovered from the suspect include: two lighters and one dagger. The suspect will be arraigned in court upon the conclusion of investigation.

Similarly, on the same date at about 1130hrs, police operatives on stop and search at Dakwa FCT-Niger Boundary arrested one Abdullahi Umar ‘m’ 22 years of Gadan Karte, Illela LGA of Sokoto State with a bag containing thirteen (13) well packaged bottles of petrol bomb. During interrogation, the suspect confessed that he arrived Suleja from Sokoto state on Sunday to join other members of their sect for the protest. He also confessed that he was ferrying the petrol bomb to FCT to confront law enforcement agents. One lighter was also recovered from the suspect. He will be arraigned in court upon the conclusion of investigation.



CP Bello said that the Four hundred El-Zakzaky Islamic Movement of Nigeria members and their first aider, Salahuddeen Ahmad of Illela LGA of Sokoto State arrested are currently being detained for discreet investigation; dangerous weapons were also recovered from them. He said that the suspects will be arraigned in court upon the conclusion of investigation. 

2019: There Will Grave Consequences For South West If Atiku Becomes President – Yoruba Youths Warn


The Progressive Yoruba Youth Congress (PYYC) has warned the southwest zone against voting the presidential candidate of the Peoples Democratic Party, PDP, Atiku Abubakar in the 2019 general elections.

The youth group warned that voting Atiku and the PDP into power will have grave consequences for the south west geo-political zone between 2019 and 2023.

According to PYYC the PDP government, under the last PDP-led federal government, the South West geo political zone was completely neglected.

Kola Salawu, the National President while speaking at a press conference on Tuesday, decried that the southwest region, which has the second highest number of registered voters and highly intellectual professionals, was denied any meaningful position in the top hierarchy of political office holders.

He recalled that at some point, there was nobody from the South West region occupying any of the top ten positions in the Country.

According to him, “The South West through its major political leaders decided to act. They pushed for alliances with other political parties across the Country to form the new All Progressives Congress (APC). They mobilized the South West to vote the new party which ultimately resulted to victory the APC at the polls.

“Let us not forget that the neglect by the PDP was not only political but also infrastructural. The party for whatever reason barely completed or even carried out any major project in the South West. The Lagos – Ibadan express way, the busiest in the country was abandoned. The Benin – Ore expressway was equally abandoned, so also was the Oyo- Ogbomosho road, there was barely any federal presence in the South West.

“It is however a different ball game under the APC government. Politically the APC has taken care of the interest of the South West tremendously. The Vice President is from the South west, the Deputy Speaker of the House of Representative is also from the South West. The super Minister Babatunde Fsahola in- charge of Ministry of power, works and housing is from the South West, as well as Ministers of Health, Finance, Solid minerals, and Communications. The Chief of Defense staff is from the South West, Head of the Federal Inland Revenue Services (FIRS) Tunde Fowler.  That’s just a few of the numerous positions held by the South West under this dispensation. 

“The APC led Federal Government has 68 ongoing road projects in the South West alone amongst the road projects are; Lagos-Ibadan, Lagos- Abeokuta, Oyo -Ogbomosho-Ilorin. 36 power projects in the South West region within the last three years. The Lagos – Ibadan railway project is billed to be completed by December 2018 as work is ongoing on the site day and night with over 2,000 people employed directly or indirectly on the project. It is obvious to all that there is a huge difference in what the South West got under the previous PDP government and what they are getting now.

“The master stroke was the recognition of June 12 as Democracy day and the Honor given to Chief MKO Abiola. Even the Obasanjo government refused every appeal to have this done.

“To our amazement, when the PDP were going to have their convention in 2017 to pick their new party executives; the party agreed to zone the party chairmanship position to the South West but alas, that did not happen, the position was given to the South- South. After their party presidential primaries where Atiku Abubakar emerged candidate, he picked Mr. Peter Obi from the South East geo-political zone as running mate.

“It became obvious again that the party was not repentant and was going to treat the South West with the same disdain it has always had. It was reported in the news media that the PDP has decided to give the position of Secretary to the Government of the Federation (SGF) to the South West.This must be very laughable and as our people say “we cannot compare a man sleeping with a dead man” that is a perfect description of both offers

The Southwest cannot leave what it has with the APC currently for the far watered down version promised by the PDP. The Southwest will not only reject the PDP and its candidate Atiku Abubakar but it will also campaign and vote for Mohammadu Buhari and the APC. The South West will not go back to oblivion again. All good people of the South West must rise up to protect this ongoing progress and support the one who has brought development to the region.

“We must also remain politically vigilant. When President Buhari’ s tenure ends in 2023 after he wins the 2109 elections, Power will return to the southern part of Nigeria and that is just some four years away. We never can tell what will happen then as the highest ranking person in this government from the south is no other but His Excellency the Vice President, Prof Yemi Osinbajo. It may just be his turn.

“We urge all sons and daughters of the South west of Nigeria to be politically awake and choose wisely in the forth-coming elections as the decisions we make will determine if the region will continue to enjoy the true benefits of good governance or we go back to the days of total neglect.

“The difference is as clear as crystal, we must work hard to return President Buhari in the 2019 general elections. Long live the federal republic of Nigeria!”

Dickson Signs Executive Order For Automatic Employment For First Class Graduates


Bayelsa State Governor, the Honourable Henry Seriake Dickson, has said that he has taken a decision to sign an executive order to give automatic employment to all first class graduates in the state every year.

The Governor said that the executive order was aimed at ensuring that the automatic employment policy is sustained annually even after the end of his administration.

A statement by the Special Adviser to the Governor on Media Relations, Mr. Fidelis Soriwei, quoted the governor as having stated this during an induction ceremony for 31 First Class Graduates who were offered automatic employment at the Government House, Yenagoa on Monday,

He explained that the order would mandate the Civil Service Commission to present a list of duly verified applicants to the office of the governor every year for automatic employment.

Governor Dickson also directed the Civil Service Commission to immediately issue letters of employment to verified first class graduates in the state.

He assured other first class graduates who failed to apply of their service of inclusion in the employment offer.

The governor also disclosed plans to sign a second order aimed at verifying the indigene-ship of Bayelsans seeking employment into the civil service with the paramount rulers and Community Development Chairmen in the various communities.

He explained that the paramount rulers and the community leaders would mandated to sign letters of identification of applicants to curb impersonation.

He said further that the government was able to offer automatic employment to the first class graduates because of the meticulous implementation of the public service reforms initiated by the Restoration Administration under his leadership.

He added that the reforms were yielding results as shown by the fact that the state Government now saves N500 million per month in salaries.

He added that the abhorrent practice where grades and steps were procured in the state had become a thing of the past.

The Chairman of the Civil Service Commission, Dr. Peter Singabele said that the commission received 23,758, applicants for the 1000 vacancies declared by the governor.

He said that the commission fixed the cut off mark for the examination at 70 which reduced the figure to 4,643 candidates now penciled for the last stage of the interview.

Gov Dickson Approves Two Appointment


His Excellency, the Honourable Henry Seriake Dickson, Governor of Bayelsa State, has approved the appointment of the Commissioner for Health, Prof. Ebitimitula Nicholas Etebu, as the Acting Vice Chancellor òf the newly established Bayelsa State Medical University, Yenagoa.

Prof. Etebu, a fellow of the International College òf Surgeons, was the Medical Director at the Federal Medical Centre Yenagoa from 2006 to 2014.

Prof. Etebu, a Professor of Pathology, also lectured at the Department of Health Sciences, University of Port Harcourt from 2003 to 2006.

The new Acting Vice Chancellor who is a member of several professional associations with several academic publications to his credit was also Head, Anatomical Pathology Department, University of Port Harcourt Teaching Hospital among others.

Prof. Etebu’s appointment is part of the efforts of His Excellency to lay a solid foundation for the Bayelsa State Medical University.

Similarly, the Governor has also approved the appointment of Dr. Akpoebi Adesi, as the Acting Registrar of the Bayelsa State Medical University .

Before his appointment Dr. Adesi was the Registrar of the Jasper Isaac Adaka Boro College of Education, Sagbama.

Both appointments take immediate effect.

All Officers Involved In killing of Anita Akapson Still In Detention - Police




The FCT Police Command has unequivocally refuted the report contained in page 8 of the Punch Newspaper of Monday 29th October, 2018 which claimed that a female Police Officer involved in the unfortunate killing of Anita Akapson is part of the investigating team.



In a press release by the Police Public Relations Officer, FCT Police Command, DSP Anjuguri Manzah he said that while the Command expresses its condolences to the family and friends of the deceased and also reassures them of our commitment to ensure that the circumstances surrounding her death is thoroughly investigated and late Anita Akapson gets justice, it is pertinent to set the records straight and make it clear to the public that police officers serving in divisions cannot be involved in the investigation of homicide cases. Investigation of all homicide related cases are transferred to the Command Criminal Intelligence and Investigation Department where the team of experienced homicide experts are assigned such cases to investigate and ensure proper prosecution.



“Suffice it to therefore state that the late Anita Akapson case is currently being investigated by the Team of Homicide experts attached to the FCT Police Command Criminal Intelligence and Investigation Department (CIID).



The Command Spokesperson further said that in compliance with the directive of the Inspector General of Police, the officer involved in the unfortunate incident is still in detention while the Command homicide experts are making progress with the ongoing investigation. The suspect will be charged to court when the investigations are concluded.



“The Command wants to reassure the general public that police as a revered institution that pride itself in professionalism will continue to be transparent in the investigation of all cases.



He called on the press to be objective in its reportage of cases under investigation and also ensure that they do not use their medium to mislead members of the public.  


UNICEF Media Dialogue On Promoting Equity In Education For Children Gets Underway In Kano




A two-day media dialogue on child education with the theme: “Leave No Child Behind” kicked off on Monday in Kano.



The dialogue, organized by the Child Rights Information Bureau (CRIB) of the Federal Ministry of Information & Culture in collaboration with UNICEF, is facilitated by its Communication Specialist, Geoffrey Njoku.



It is being attended by Editors, Columnist and Feature writers representing a diverse range of media outlets from across Nigeria, Government officials and UNICEF specialists in Communications and Education.



The objective of the dialogue is to present the Nigerian Media with facts and data in inequitable educational opportunities between able persons and persons with disabilities, indigenous people and non-indigenes, advantaged children and disadvantaged children and other who are at risk of exclusion from education.



The dialogue began with introduction of media experts attending the workshop led Geoffrey Njoku, a UNICEF Communication Specialist while the objective and expected outcome of the dialogue was done by the Communication Officer of UNICEF, Tosin Akingbulu,



Speaking at the opening ceremony, the representative of the Minister of Information & Culture said the drive for promoting equity in education for children is very important and he tasked the Editors, Columnist and Feature writers to help the Federal Government in tackling the low level of awareness on the need to educate children both boys and girls. He further said that education is one of the major key in value orientation.



The Chief of Communication, UNICEF, Eliana Drakopoulos in her welcome remarks called on the media to partner UNICEF and the Government at all level to promote the Child Right Acts and its implementation. 



The first paper was presented by a Education and Development consultant, Dr Dayo Ogundimu who spoke on the poor inequalities access to education in Nigeria and what Nigeria can do to close the gap. He said that parents and teachers have a great role to play in closing the gap of poor inequalities access to education.



He listed the threat to poor inequalities access to education in Nigeria as Poverty, Ignorance, Culture, Religious, Governance, Corruption, Politics and Political Will.



In a organogram, he said that Individual, Organisation, Community and Societal are some of the ways to close the gap.

In conclusion, he said that school feeing program, cash transfer initiative, weekend back pack intervention, back to school programme, scholarship & Bursaries, National undergraduate research & Innovation expos, School Community Board Management  Committee (PTA), Community Assets Mapping – business and religious organisations, School industry partnership including multi-national corporations (tax deductible, donations)  and government at all level such as Local governments, State and Federal Government.



In her paper presentation titled “The Equity Campaign and Access to Education/Playing film spots on Access to Education” with special emphasis on “Every Child In School” initiative, the UNICEF Communication Specialist, Eva Hinds said that quality education is a right of all children and key to opportunities. He said according to available statistics, over 10million children are out of school in Nigeria.



She said that the “Every Child In School” initiative is aimed advocating for better and wider access to education for every children in Nigeria. She called on decision makers to make the initiative  



In his own paper titled “Finding Space for Children in Blogsposts, Social Media and Online Journalism”, the UNICEF Communication Specialist, Geoffrey Njoku said the first initiative to engaged the Blogsposts, Social Media and Online Journalism began in 2015 when UNICEF engaged them in a dialogue.



He called on Editors, Columnist and Feature writers to dedicate more spaces for children putting in consideration that 98million Nigerians are on internet, 16million on mobile phones and 40% listen to radio through phones.



He cited the example of the Child Right Bill that was abandoned by the National Assembly but due to the power of the media, the Bill was reviewed and pass into Law to become an Act.



He also advised Editors, Columnist and Feature writers to serialize the Child Right Acts on their respective platform especially as the World Children’s Day comes up on November 20, 2018.



The final paper for the day which include group presentation was done by the UNICEF Communication Officer, Tosin Akingbulu. In her presentation titled “Knowing your Objectives and Audience for your Online Campaign”, differentiate between Communication and Behavioural Objectives by using the SMART meaning Specific, Measurable, Achievable, Relevant and Time bound. The participants were divided into Four group and presentation made based on chosen target audience.



The dialogue continues on Wednesday with Field trip, Group work and other relevant papers to be presented by Geoffrey, UNICEF Communication Specialist and Azuka Menkiti, UNICEF Education Specialist.

Police Gives Update On Security Situation In Kaduna State




The Nigeria Police said that Peace and normalcy have been restored throughout Kaduna State, most especially at Kasuwar Magani Town and other part of Kaduna South.



While addressing the media in Abuja on Monday, the Force Public Relations Officer, DCP Jimoh Moshood said that a total number of Ninety Three Suspects were arrested in connection with the multiple killings and wanton destruction of private and public properties worth millions of Naira in the State. Forty Three Suspects are currently being prosecuted while fifty suspects in Police custody are under investigation and will be arraigned in court soon. Investigation is being intensified to arrest other suspects still at large. The Police spokesperson said that the Police in the State in collaboration with other security and safety agencies will continue the confidence building patrols throughout the State and sustain the normalcy that have been restored.


“The Inspector General of Police, IGP Ibrahim K. Idris has directed Assistant Inspector General of Police, Zone 7 Headquarters to meet with all the stakeholders in the State to give peace a chance and sustain the normalcy that have been restored, DCP Moshood said.


Also, the Police paraded ten suspects for Kidnapping, Armed Robbery and Criminal Conspiracy responsible for the kidnap of Abdulhazeez Abdulbazir Basir in Funtua, Katsina State.

  

“On the 12th of August, 2018, the following suspects: Hussaini Abdullahi– Gang Leader,    Ibrahim Umar, Abubakar Idris, Samaila Abdullahi, Saidu Ibrahim, Halidu Ibrahim, Shaibu Maikudi, Ibrahim Alhasan, Mohammed Adamu and Shehu Lawal invaded the house of one Abdulbasir Abubakar Jargaba in Funtua Local Government Area of Katsina State and robbed him of valuables. The suspects further kidnapped the Eight years old Son (Abdulhazeez Abdulbazir Basir) of Alh. Abdulbasir Abubakar Jargaba to their hideout, held him in their captivity for Eleven days and released after collection of ransom.


DCP Moshood said that consequent on the above, the Inspector General of Police directed the IGP Monitoring Unit Strike Force to investigate the matter and bring perpetrators to justice.


“The operatives of the IGP Special Strike Force on Violent crimes working on actionable intelligence, trailed the suspects to their hideout in Birnin Gwari Forest off Sabowa Road, Katsina, Katsina State and arrested the above mentioned vicious and notorious kidnapping/armed robbery suspects after a fierce gun battle between the Police operatives and the criminal syndicate.  


He further said that Five AK47 Rifles, One Locally Made Pump Action Rifle and One Hundred and Five AK47 Ammunition were recovered from their possession.  


“The suspects have confessed and admitted to their various criminal roles in the commission of the crime. They have also confessed to be responsible for the recent cases of kidnapping and armed robbery in Katsina State and its environs.



Also two suspects were arrested for Kidnapping, Armed Robbery and Criminal Conspiracy Terrorizing innocent road users and travellers along Kaduna-Abuja And Kaduna – Niger Highways



DCP Moshood reiterated that following complaints of kidnapping and armed robbery along the Kaduna – Abuja and Kaduna – Niger highways and attack on residents, travellers and other road users along the highway, the IGP Special Strike Force on violent crimes carried out raids of identified criminal hideouts and kidnappers den in the Forest within Niger, Kaduna and FCT, arrested the two suspects namely Lawali Abubakar (An Ex- Convict, having served jailed term for Four years for offence of Criminal Conspiracy, Armed Robbery, Kidnapping and culpable Homicide) and Adamu Dahiru in their hideout at Madaro Forest, off Birnin Gwari Road, Kaduna State. Two of their victims were rescued in the operation. Effort is being intensified to arrest other members of the gang still at large.                                                                    



Following reports from the Cross River State Police command on a case of stolen vehicle (Toyota Camry 2006 Model, Gold Colour) on 13th September, 2018, the operatives of the IGP Special Strike Force on violent crimes while on stop and search operations along uguwan Sarki in Kaduna North, Kaduna State arrested the following suspects: Abdulsalam Adamu, Ali Isa, Abubakar Usman and Hamisu Abdulahi in the act of selling the said vehicle.


Adamu Usman and Musa Jafaru were also arrested on the 4th of October, 2018 at Kura along Zaria – Kaduna Express Road in the process of receiving a robbed Honda Civic (unregistered). They have confessed to the Police investigators to be members of car snatching syndicate and other trans-border crimes.


“Investigations into all the cases are being concluded and all suspects will be arraigned in court on completion of investigation, the statement concluded.

Highlights Of Katsina State 2019 Budget


The 2019 Budget which is tagged “The Budget of Stabilization” is designed to stabilize Restoration plans, programmes and policies of the present administration.
Mr. Speaker, Honourable Members of the State House of Assembly, distinguished invited guests, members of the press, ladies and gentlemen, the total budget for the 2019 fiscal year is in the sum of N200,741,960,745.00 with 73.7% Capital Expenditure and 26.3% Recurrent Expenditure. In aggregate terms, the 2019 Budget is lower than that of 2018 by N12,894,812,633.00. The 2019 Budget is structured with a total recurrent expenditure of N52,741,287,930.00 which is equivalent to 26.3% of the total budget and capital expenditure of N148,000,672,815.00 which is 73.7% of the total budget. 

RECURRENT REVENUE 
The total amount projected to finance the 2019  Budget is the sum of N139,376,773,735.00 which comprises of N9,720,368,000.00 as Internally Generated Revenues, N28,556,405,735.00 as other Internal Revenue and N101,100,000,000.00 as Revenue Receivable through the Federation Account.

It is important to note that the 2019 recurrent revenue has decreased by 17.7% over that of 2018 Budget. Similarly, the recurrent expenditure in the 2019 Budget has increased by 1% which indicates that in real terms the revenue has decreased by about 18.7% over that of 2018 fiscal year.


RECURRENT EXPENDITURE 
The recurrent expenditure of the 2019 budget is broken into the following components:
Personnel Cost = N22,939,656,165.00 – 43%
Overhead Cost = N16,054,119,080.00 – 30%
Consolidated Revenue

CAPITAL EXPENDITURE:
The sum of N148,000,672,815.00 which is 73.7% of the total Budget is estimated for the capital expenditure with the following Sectoral Allocation:

Social Sector = N41,754,810,840.00 = 28%
Regional Dev. = N57,212,724,805.00 = 39%
Administration = N  5,925,120,000.00 = 4%

RESTORATION AGENDA 

The Restoration Plan of the present Administration comprises of programmes, projects and policies to be implemented under Education, Health, Water Resources, Agriculture, Environment, Works, Housing and Transport sectors of the State Government. As a result therefore, the 2019 Budget has provided adequate allocation of funds to the sectors as follows:
Education = N19,073,449,315 = 12.88%
Health = N20,635,750,495 = 13.94%
Water Resources = N12,913,900,000 = 8.72%
Agriculture = N10,524,337,080 = 7.11%
Roads = N20,289,112,560 = 13.7%
Environment = N24,610,385,405 = 16.62%
Total = N108,046,934,855 = 73% 

Mr. Speaker, Honourable Members of the State House of Assembly other distinguished guests, it is important to note that the State Government is yet to finalize negotiation with Islamic Development Bank through the Federal Ministry of Finance in respect of Soft Loan and grant to finance a four year project under the Health Sector Reform Plan of the State Government. To that effect, a provision of N9.3Billion is reflected in the 2019 budget estimates pending the actual formalization of the agreement.

CONCLUSION

Mr. Speaker, Honourable members of the State House of Assembly distinguished guests the journey has so far been quite successful and challenging. Judicious and effective utilization of public funds have been maintained while people oriented projects, programmes and policies have been implemented.
I wish to use this opportunity to first of all express my since gratitude to Allah (SWT) for giving us the courage and wisdom to record these successes within the shortest period of time. Indeed, we could not have achieved all these without the support and co-operation of the people of Katsina State for whom I hereby express my appreciation for their support and encouragement.

Let me also at this juncture acknowledge the contribution of our partners in progress, the Honourable Members of the State House of Assembly, in providing conducive working atmosphere for us. All these wouldn’t have been possible without your support and co-operation. I hereby wish to appeal to you to maintain the tempo and even do more for the benefit of the people of Katsina State. We have just emerged from the Primary Elections organized by our great Party, the APC into different offices to be contested during the forthcoming general elections. I congratulate those who won and call on them to show humility and re-dedicate themselves to the ideals of the Party. For those who were not so successful, I want to re-assure them that the APC family in Katsina State is big enough to accommodate them with open hands in the task ahead. I had the opportunity before the primaries to address you on this matter. I repeat, no one will be left out, we shall continue the march we started together in 2015, in sha Allah.

No Police Personnel Threaten To Down Tools Over Unpaid Allowances - Force PRO

The Nigeria Police Force said that its attention has been drawn to a report on News Express Online Media, titled “Police Officers Threaten to Down Tools Over Unpaid Allowances” credited to one Pamela Eboh from Awka, Anambra State, on Monday, 29th October, 2018.



In a press release by the Force Public Relations Officer, Ag. DCP Jimoh Moshood, he states categorically that the report is untrue, a falsehood, unfounded, a fake news and mischievous attempt to misinform members of the public as no Police Officer in Anambra State or anywhere in the country threaten to down tools over unpaid allowances.



“To set the record straight, no Police personnel is being owed any promotion allowance by the Force as salaries and allowances are being paid on time and as at when due. Once Police personnel is promoted to the next rank, it is expected of the officer to update and submit his/her salary variation update form to the Police Account and Budget Office for processing who will in turn forward same to the Office of the Accountant General of the Federation (IPPIS Section) to effect payment of salary increment and allowances, DCP Moshood said.



“Members of the public are implored to disregard and discountenance the report that “Police Officers Threaten to Down Tools Over Unpaid Allowances” as untrue, unfounded and a fake news, the statement concluded.




Katsina Judiciary: Masari Declare Open The 2018/2019 Legal Year


The Katsina State Governor, Rt. Hon. Aminu Bello Masari had earlier today declared open the new legal year  2018/2019 for Katsina State Judiciary at the High Court Justice Auditorium, Sarki Abdurahman Way, Katsina.

Katsina Media and Publicity reports that Masari who explained the tremendous contribution to independence of judiciary and legislature to ensure smooth running of the Government, adding we have accepted independence of the two organs to run a transparent and accountable government that have respect for rule of law.

Earlier the Chief Justice of Katsina State, Justice Musa Danladi Abubakar appreciated the legal compliance by the Governor on ensuring independence of the arm, adding that it is attribute all the success achieved in the judiciary.

@katgovmedia reports that Danladi explained that in the last legal year, they have recruited 132 supporting staff in various cadre, also promoted 168 senior staff in various, recruited 25 senior staff and approved 15 to go for in-service training. Also the State High Courts recorded 1638 first instant cases  of which 1308 were disposed and 600 are pending.

The magistrate courts registered 28,711 civic and criminal cases of which 11,242 have been disposed and 11,191 are pending, the shariah vourts registered a total number of 78,547 cases comprising 48,750 civil and 29,797 criminal out of which 28,329 disposed living 43,632 pending 370 registered by multi door court house out of which 20 have been resolved while 18 were referred to normal courts and 150 are at various stages of mediation, councilation and resolution.

Okupe, Segun Adesegun, Adebutu To Build Church

It was a joyous moment for the whole congregation of The Church of The Lord (Prayer Fellowship) Ijebu Ode on Sunday 28th October 2018 during the  68th Adult Harvest Thanksgiving Service attended by former Special Assistant to President Goodluck Jonathan on Public Affairs, Dr. Doyin Okupe,  immediate past Deputy Governor of Ogun State,  Prince Segun Adesegun and the Ogun PDP gubernatorial candidate, Hon. Oladipupo Adebutu where they donated cash and building materials worth N11million (Eleven million naira) for the reconstruction of the church.

The service reached it's climax when Dr Okupe announced on behalf of himself, Adesegun and Adebutu their decision to sponsor the reconstruction of the church.

Okupe while addressing the congregation said "I was informed that the church will require ₦10.3 million for it  to be reconstructed, well, myself and my brothers have agreed to sponsor the reconstruction". He went further saying "it wasn't a mere coincident for me, Prince Segun Adesegun and Hon Oladipupo Adebutu to be present at this service, people should be aware of the fact that the three of us attended Igbobi College in Lagos, and we have had an existing relationship long before now". 

While concluding his address, he announced ₦1 million cash donation on behalf of Prince Segun Adesegun, #5 million worth of building materials on behalf of Hon Oladipupo Adebutu and ₦5 million cash as his personal donation making a total of #11 million. The whole congregation erupted in jubilation as they sang praises and dance to appreciate the Lord.

Bishop B I Okewale of Ijebu South Dioceses led other ministers and the congregation in prayer for the donors with special  prayer for Hon Oladipupo Adebutu who seeks to govern Ogun State come 2019.

Anenih: Nigeria Has Lost A Political Colossus - Gov. Dickson


Bayelsa State Governor, Honourable Henry Seriake Dickson, has said Nigeria lost a political colossus in the late Chief Tony Anenih.

Governor Dickson, in a statement on Sunday by his Special Adviser on Public Affairs, Mr. Daniel Alabrah, said he received the news of Chief Anenih's passing with shock.

He described Anenih as an astute politician and elder statesman whose vacuum will be difficult to fill. The Governor who is also the Chairman of the South-South Governors Forum said the People's Democratic Party (PDP), the South South geo-political zone and the entire country will miss Anenih for his selfless contributions to the growth of PDP,  development of the region and Nigeria in general. 

"Chief Anenih will be remembered for his immense contribution to the growth of PDP, development of the South-South region and Nigeria in general. Mr.  Fix it as he was fondly called was a political icon, a nationalist and a great leader of men. He was a political colossus. His passing has created a huge vacuum in our political landscape that will be difficult to fill," he said.

The Bayelsa helmsman, while commiserating with the immediate and political family of the former Minister of Works, said the late octogenarian politician offered meritorious service to the country that they should be proud of. He prayed God for the repose of Anenih's soul.

Masari Calls For Women Enrolment In Arabic, Quranic Memorisation



The Katsina State Governor, Rt. Hon. Aminu Bello Masari today emphasized the need for Islamic Education planners to accord priority to women education at the Centre for Arabic and Qur'anic Memorisation Katsina, graduation ceremony of 22 number of their students. 

Katsina Media and Publicity reports that the governor who spoke with utmost concern highlighted the need to make efforts towards allowing women to receive both Western and Islamic Education with regards to the future of tomorrow's leaders and the posperity of the state at large while emphasizing that his administration will continue to support Islamic Schools in the state.

The former Chief Judge, Justice Saddiq Abdullahi Mahuta and the present Chief Judge, Justice Musa Danladi Abubakar while speaking pleaded for proper regulation of Islamic Schools to surpass and change its present condition and also set a prerequisite for teachers and scholars.

Governor Umahi Deserves Appreciation, Commendation, Accolade And Applause

Governor Umahi is a wonder working a governor. One in a million. Honestly I don't see any need defending his empowerment program as political or non political. What is important is that the governor is seriously using the opportunity God gave him to better the lots of the state in terms of human empowerment and infrastructural development. After all ,what is politics?

Politics is the process of acquiring power and using it to influence decisions that affect the state the best society. In concrete terms, governor Umahi is one of the finest politician the Igbo nation has produced   over time. His types are very few not Just in Ebonyi but in Igbo land and Nigeria at large. He acquired power and he is rightly using it to influence decisions that are positively affecting the lives of Ebonyi indigenes and non indigenes living in Ebonyi .He is using it to move Ebonyi within three and half years from underdeveloped state to one of the developed States in Nigeria, that is the best form of politics. 

So any body that criticizes his achievements in Ebonyi with the their commonly used term"political motive" should be asked to define politics so as to know if the person even knows the meaning of the meaning of the word "politics" and not to engage in defence that was never necessary. 

Dear, Ebonyians let us rise in one voice and commend our God given governor for accepting to be an instrument in the hand of God to fulfill God's agenda in our dear state. Quite alright criticizing him will not deter him but commending will go a long way to motivate him to continue to give his best,because naturally appreciation / commendation is an aspect of man, which no man is allergic to and it will not be fair if Governor Umahi is denied it as we all know that he deserves appreciation, commendation, accolade and applause for a job well done.Without equivocation I know and I am convinced that Ebonyians are waiting for 2019 election to speak their mind by returning His Excellency Governor David Nweze Umahi to government house with a landslide victory, but before then,let us unanimously appreciate and commend his style of leadership with graceful compliments.So on behalf of my self, family, village, community, local government and the entire Ebonyi state I say thank you to Governor Umahi for the wonderful works God Almighty is using him to do in Ebonyi, while praying God to bless him with good health, good family and more wisdom and to return him to office come 2019 to finish his divine assignment in Ebonyi. That's my take.

#Endpoverty 2018 Celebration: Hipcity Innovation Centre Takes On A New Approach To Solving Poverty Crisis In Nigeria



It is no more news to many Nigerians and non-Nigerians, that Nigeria has overtaken India (a country that is seven times Nigeria’s population) to be the new poverty capital of the world as approximately  87 million Nigerians now live in excruciating poverty that is almost half of the country’s population  going to bed hungry, without decent shelter, clothing or voice for better life. According to the World Poverty Clock report developed by the Brookings Institution, the number of Nigerians in extreme poverty increases by six people every minute. While many may refute this figure to be an exaggeration, the fact remains that the level of poverty in Nigeria has escalated to a point where the very existence of the country and its people's safety is now threatened to the brink. 

It is surprising that a country so blessed with both human and natural resources is struggling so hard to lose its citizens from the stronghold of poverty. Available statistics from the Universal Basic Education (UBEC) reports that over 13 million Nigerian children are out of school.  According to the World Bank Data Atlas, as at 2015, the number of adult illiteracy in Nigeria stood at 41.3 million; in 1991 the figure was 24 million, growing at an average rate of 21.0% annually; almost at the same high with the level of her youth unemployment rate of 33.1%. This does not only confirm the huge spread of illiteracy across the county,  the multiplicity of uneducated younger generation, but also raises an alarm over the country’s poor educational framework, and its failure to stimulate real economic productivity. It reemphasizes the need to rethink the planning, design and manner of implementation of the series of government and non-government interventions or social support programs aimed at improving the Nigerian people and boast her economic developmental chances.

While other countries have prioritized education (formal and vocational, regardless of age and time), Nigeria continues to gamble with and remain traditionally rigid about her educations system and development planning and methodology. Whether such negligence is deliberate or intentional by the successive government or the elite class, is a subject for another time. On the assumption that the government is serious about revamping her economy through human capital development, the focus should, therefore, be how do we as a people and government collectively build the capacity and resilience of our human capital, so as to break free from the epidemic of extreme poverty, how do we create opportunities for growth, sustainable development in the most practical and Nigerian specific manner? How do we get honest reliable data that speak and show the true picture of the problems and possibly provide local solutions to these problems?  Successive governments in Nigeria at both local, states and federal levels have initiated and executed several intervention programs aimed at alleviating poverty since the 60s and 70s, regardless of these efforts, the income inequality across Nigeria continues to widen, as more of the population sink deeper into abject hunger poverty and its accompanying frustration and desperation.

In a race to escape poverty which seems to domicile comparatively more in rural communities, millions of agile youths are migrating to urban cities in a quest for a better life (or temporary stay before heading to the western world legally or illegally); thus adding pressure and stretching the already deficit urban structures, and facilities.  First among these urban structural deficit is decent housing and a safe space for informal business growth. This explains the number of slums communities and shanties around urban city centres and suburban area; absent access to water, quality education and health care services, access to information, sanitation and drainage, recreational and skill acquisition centres and security. While these urban slums, through a lens of the government and politicians are seen as developmental eye-sores and the birthplace of all social vices; on the other lens, they are seen and used as political thugs and commodities to be bought during elections, given the population density in these areas.  

The developmental vision of Nigeria which is seen Nigeria among the 20 biggest economies, provides no details of how it practically plans to mainstream and carter for this category of citizens in urban slums communities. History; record and interactions with government development planners and dwellers in these settlement (many of whom surprisingly are indigenes and the traditional custodians of the lands in these cities), suggest that the only plans and actions taken by successive government to deal with the urban slums and her people (who are also taxpaying citizens and electorates) is forcefully eviction; demolitions, unexplained fire accidents, unmatched compensation or resettlement of a few indigenes to unplanned area until remembered.

In Abuja, there are quite a number of these urban slum communities; squalor settlements with clustered houses, poor access to energy, no access to potable water, bad or no well-constructed drainages, poor sanitation and no access to toilets because of lack of space. Economic activities in these settlements are more for survival than for growth. Urban slums in Abuja either lay side by side huge metropolitan structures and estates or are walled off from plain sight.
While we know what has not worked in the past, government and development partners have dragged their feet in trying new approaches and methods in planning for sustainable and inclusive growth. Developmental projects in any part of Nigeria, like in these communities if ever remembered is given a one-size-fits-all approach; i.e Sinking of bore-holes in all communities, establishing a non-functional and poorly equipped Primary Health Care Centre, or under-staffed schools, erection of street lights that break-down after few weeks of commissioning; and commissioning of feeder roads to lead to nowhere. Unfortunately, such interventions are the conclusions drawn from data collected and models drawn by relevant government and non-governmental organizations, without first understanding the specific dynamism of each community or her population; to ascertain what the people consider problems and their local solutions to ensure acceptance or local legitimacy of arrived solution/interventions which ensure the sustainability and success of implemented interventions; as well as creativity, innovation, new relationships and collaboration across all stakeholders. In essence, project design either government development planning, resource allocation or program implementation for NGOs, must, first of all, acknowledge that communities, just like every individual differs from one to socially and infrastructurally; thus the designing of interventions and flow of information must take cognizance of this., and create local solutions on the basis, using processes that generate local dialogue and ideas in the most honest, sensitive, safe, and open manner.  

HipCity Innovation Centre with support from Heinrich Boell Foundation (The German Green Foundation) devised a new approach and method of inclusive planning, development and growth by targeting urban poor Nigerians living in urban slums communities. As a pilot, HipCity Innovation Centre recruited and trained ten (10) young Nigerians on relationship building, ethnographic interview, participatory observation/sampling method, creating safe communication space, trust building and relational-based data/ evidence gathering. This entails living in the community, observing and reporting both quantitative and qualitative data; identifying entry point and commonalities while communicating with identified sample targets (persons/households) in the community; building friendship and trust without disclosing the objective of the exercise; but understanding by experiencing the living dynamism in the community, and problems faced by the people – Why there are there (in the slum)? How they cope with social and infrastructural challenges? How can they be better- dreams, aspiration, commitment and who can help support the needed change?

HipCity Innovation Centre team of researchers (otherwise call flat-mates or field monitors) moved in and lived with the people of Mabushi community (an urban slum settlement in Abuja for 6 weeks) without disturbing or altering the natural lifestyle of the people. The field observers bonded and established trust with the people and were able to galvanize the people into realizing that they have a right to better life; greater opportunities for possibility; a right to be treated with dignity as humans; right to demand healthy living and be heard as a stakeholder. 

In commemoration of the Global day to #EndPoverty, HipCity Innovation Centre with its team still embedded in the community organized a 2 day Local Solution Lab exercise  in the community;  an exercise that created  a safe listening space for each member of the community in attendant to air their  views on the  problems; infrastructurally and socially in the community, as well as drive the entire participants through a process where they all  collectively agreed and made contributions on what the solutions should be, how it should be done and who should be the driver of the solutions.

The two days local solution Lab produced a charter of demand (a set of identified problems and solutions developed and owned by the community people), which will guide the people to task themselves individually and collectively before looking outside for help. Part of the solutions bordered on attitudinal change, collective investment in shared opportunities and interests, supporting local structures in dispensing their responsibilities. In terms of uplifting their economic and financial status, the people agreed to mobilize funds within themselves to start up businesses and also solicited that governments, international development partners, religious bodies and philanthropist should consider urban poor in their intervention plans and also make concessions/lower some of the requirements expected from some sections of urban dwellers in accessing some benefits from government such as loans, employment etc.

They further cited that, most of them and their children are secondary school certificate holders or secondary school drop-outs hence are not privy to some of the information circulated in the online space, and that most times accessing government and other development partners at their offices is such a herculean task as they can rarely make it past the gates.

It was clear from the local solution lab with the people of Mabushi community that if the target to eradicate poverty by the year 2030 is to be achieved, then inclusive growth and planning must mean that the people must be at the centre of the planning process and that their decisions must be respected and not trampled on.  Another striking revelation from the solution lab was that interventions should never be a one-size-fits-all or generic but rather specific.  Therefore social intervention programmes such as the N-Power, BOI and BOA interventions must consider and take into the perspective categorization of beneficiaries such that it reflects wholesomeness and participation by all. This process learning by experiencing; building relationship, listening  and putting a face on data, may be expensive to operate, compared to the conventional data collection of shared questionnaire; however, what is more expensive is getting wrong, fragmented and generic data that not only lacks any human face but generates wrong solutions and projects that leave people in more poverty.

Putting the theme of this year’s #EndPoverty day “Coming together with those furthest behind to build an inclusive world of universal respect for human rights and dignity” into context for scrutiny, poverty cannot and will not be eradicated or reduced in a country like Nigeria if we continue in the generalizations of solutions. Suffice to say that poverty alleviation interventions must be decentralized, with each block having a tailored solution that feeds into a central strategy. This can only be done by listening and having a relationship with the real people.
