Transparency; is simply the ability to exhibit clearness in action, which makes those actions above questions. In government, it simply means the state's ability to operate openly in an open and accountable way and manner. Hence, the introduction of "Open Governance"; it is only a transparent government that is accountable.
Global approach to governance, indeed in the recent time moved towards a transparent and accountable system. Nigeria in recent years, have been moving towards that direction. In 2014, the Federal Government had mandated all its MDA's to comply with giving out Information on demand under the Freedom Of Information Act (FOIA).
A recent report by Budget, a civic organisation which is non-profittable as well as non-governmental reveals that only 13 sub-nationals (States) were able to publish their State government's budgets online.
Katsina State falls within the 13 States of the Federation that complied with that transparent requirement and many more signifying movement from the traditional operation which signifies a paradigm shift to a positive direction.
